With 29 years of law enforcement experience, including pioneering roles as the first Hispanic deputy chief or chief in two major American police departments, Chief Paco brings a unique perspective rooted in leadership and perseverance. Having faced personal challenges such as childhood trauma, physical challenges, and the absence of a father figure, Chief Paco understands the power of resilience.
His lived experiences, combined with his education and faith, fuel his passion to empower others to overcome setbacks, embrace their true selves, and thrive in the face of adversity.

About Paco
Chief Paco Balderrama is a dedicated law enforcement leader with 29 years of distinguished service.
He began his career as an 18-year-old detention officer with the Oklahoma County Sheriff’s Office, just one day after graduating high school in 1995. In 1999, at 22, he joined the Oklahoma City Police Academy and served for 22 years, earning the "Rookie of the Year" award in 2000.
Rising to Deputy Police Chief, he was the youngest and first Latino in that role. Throughout his career, he held various positions—from patrol and narcotics to SWAT, and taught self-defense and Spanish at the police academy.
In 2021, he was sworn in as the 23rd Chief of Police for Fresno, California. Under his leadership, violent crime declined by 50% from 2021-2023, with significant reductions in homicides, gang shootings, burglaries, and sexual assaults. He spearheaded efforts to hire a record 927 officers—the highest in department history—and modernized Fresno PD with new equipment and technology.
