About Paco
Paco Balderrama is a nationally recognized law enforcement leader, speaker, and expert in resilience, leadership, and overcoming adversity. With 29 years of distinguished service, he has led at the highest levels of policing, including serving as Deputy Police Chief in Oklahoma City and Chief of Police in Fresno, California. He served as a regional representative for the California Police Chiefs' Association, as well as the Major Cities Chiefs Association.
Paco began his career at just 18 years old as a detention officer with the Oklahoma County Sheriff’s Office, and by 22, he joined the Oklahoma City Police Department, where he would go on to serve for more than two decades. He rose through the ranks to become the youngest and first Latino Deputy Police Chief, leading specialized units, including narcotics and SWAT, and training the next generation of officers at the police academy.
In 2021, Paco was sworn in as the 23rd Chief of Police in Fresno, where he led a department of over 1,300 personnel and a $281 million budget. Under his leadership, violent crime dropped by more than 50%, including major reductions in homicides, gang violence, and property crime. He also implemented innovative recruitment strategies, hiring over 320 officers and building the largest police force in the department’s history. All this while the rest of the country was operating with historic staffing deficits during a global pandemic and a national defunding movement.
But Paco’s story goes beyond professional success. After facing one of the most challenging seasons of his life, which tested his career, personal identity, and family, he emerged with a renewed faith, unshakable resilience, and a deeper sense of purpose.
Today, Paco uses his experience, both on the front lines of leadership and through personal adversity, to help leaders and individuals navigate challenges, rebuild with purpose, and rise stronger than before. His message is rooted in faith, authenticity, and the belief that our greatest setbacks can become the foundation for our greatest comebacks.
